There exists another boot loader which should work with both the IBM and the OS/4 kernel: QSINIT or QS_LDR:

Actually I'm trying to get QSINIT to interface with PXEOS4 which is apparently possible for network booting, but I have no idea how to configure it.

I get PXEOS4 initialising the boot process, but from what I can make out it tries to transfer control to the local hard disk, AFAICT.

I'm not sure if QSINIT can create a virtual disk and boot from once PXEOS4 has initialised the boot process from the network.

Not an answer to your question: Note that QSInit supports only FAT16 for the RAM disk.
