Try the Java program ProjectX.
It's very good and also allows to cut MPEG2 files.
Because of the Java Runtimes available on OS/2 the files need to be <= 2GB (Linux VDR and also Emperoar can be set up to limit the filesize to 2GB as far as I know). I use ProjectX and the previous program called DS.jar more then 3 years now and it's good and fast!

You need to compile the code yourself (batch script included...needs small changes to be used by OS/2 and eCS) but I just uploaded the latest version (including the sourcecode) to hobbes:

Yes thats seems to be a possible solution for me....

If you have a look at this discussion 'http://www.shspvr.com/smf/index.php?topic=9320.0' (i have seen you alreadyin this thread?) then you can see, that i have started some work to make the os/2 support of this project a bit better.
Maybe there will be more in the future.
