It's been a long time...I no longer use OS/2 but I used to use E16 with OS/2. In fact there used to be a screen shot of it on ecomstation.org IIRC you need the parts of gnome that were ported installed.

I think there was a an additional package of utilities needed for a more complete unix like environment, I remember having bash sed et al installed.
Once you HAVE all that (shell plus environment) remove .enlightenment from your home directory. Restart and the menus should build.
IOW for the menu to build on initial startup it must have the ability to run "sh"
That said unless you are avoiding the wps a simpler wm like blackbox works just fine.
If you get E working...try a different theme. I used to use the Aqua theme copied from apple...
You can also build menus with a unix compatible text editor...the standard OS2 editor will mess it up.
I ususally used Gedit...part of the Gnome apps ported.
OH and E will build menu's from gnome menu (gmenu)and kde menu
what was ported for kde however was too rough to use...stick to gnome. It WON'T build for wps apps you'd have to do that yourself.
There is no ole between xfree86 and wps. no clipboard
Nothing has been added for a couple of years in critical areas, new hardware etc for production use of this.
If you REALLY want to USE x11 AND OS/2 together I suggest looking at Parrallels with OS/2 as a guest.
I am also of the understanding that Hoblink would better serve your purposes.
If for fun ...go to it.
FWIW I used E with XFree86 GIMP and Xsane for Graphics Production back then. In conjuction also with CorelDraw! on WinOS2 and eventually Open Office.org 1.1.4
Using X was part of a gradual shift toward UNIX
We migrated to Ubuntu and Solaris quite some time ago although I miss playing around with OS/2
