"Want a cheap, fast alternative to moving to Windows Server 2003 from NT? Try open-source Samba." http://www.thechannelinsider.com/article2/0,1759,1647376,00.asp Could there or is there a port of it for eCS-OS/2? (potential for porting to eCS-OS/2?)

Using Samba on a linux server is a possibility of that what you're asking as well that you then can use NetDrive for OS2 to have proper connections to samba file servers.

OS/2 already has decent file serving ability, samba can be used from within OS/2 (through netdrive) to access shares, though I have always just used the built in browser without any issues.

Agree, if for smaller home and soho networks the peer network will do a proper work.

There is an older port of Samba to OS/2, available at:

http://www.jacco2.dds.nl/samba/samba2.html

It might be possible to use some of the OS/2 patches available there to apply to newer versions of Samba.
