Been looking around for Telnet daemon for OS2; since the one provided in OS2 isn't that great. So found following "TCP services for OS/2" at http://www.os2.spb.ru/software/internet/tcp4os2/index.html.en

that talks about following Telnetd service:

"Telnet server daemon written by me. It allows system administrator to manage the user's ability to execute programs by including their description in telnetd.cfg file. Also it limits user's access to disk only by his own directory and telnet includes simple mail client because I discovered after two years of exploitation of telnet that many users prefer to read their mails through telnet when they are far away from their personal computers. Comments on telnetd.cfg format are in that file. Be careful when adding commands to it, always think about the possibility of security violation. The talkd program is not only the talk protocol daemon, but also provides intersession communications, so it must be started before telnet server. To issue "su" command user "root" entry must be defined by "accounts" command. Then by "userpriv" command user "root" must be set to "logon disable" and users that can issue that command have to be set to "privileged" level."
