This is wrong. The first two or three floppies, the "installation disks" used to boot the system, are standard FAT disks with 1.44MB on them. They needed to be easily modifiable. The rest are in XDF format. This allowed IBM to put about 1.8MB on each floppy. But, it needed a driver. Look for BASEDEV=XDFLOPPY.FLT in a Warp3 or 4 CONFIG.SYS and comment it out as you don't normally need it after the installation is finished.
As to the original question, if possible, find a CD somewhere. As you have a Warp3 licence, I think it's reasonable to borrow a CD and use that for the install. If you need to copy the files off, using google to search for "xdf dos" found a reference to "XDF.COM" being in PC-DOS 7.0. If you have a Linux system available, there appears to be command called "mtools" to handle them there.
